Website maker that you can upload files to?

I am currently making a website on wix and I love the tools they have to offer but, I found that I cannot upload winRAR files onto it; I can only upload music, videos and pictures. I'm okay with that and I would have to scrap my other idea for uploading my files but, I want to know if there is a website maker that is free and I can upload those files. Does anybody know of one?
