Left front turn signal won't blink on a 89 Buick LeSabre?

Recently my left turn signal stop blinking,the light comes on but doesn't blink.this happened after a heavy rain,what may be the problem and how can I fix it?The flashers work and the lights blink but the turn signal don't.
